ロヒンギャ難民危機に関する報告書のご紹介
ロヒンギャ難民危機は、世界最大規模の無国籍状態にある人々が直面する人道問題であり、南アジア・東南アジアの平和と安定に深刻な影響を及ぼしています。長期化する危機は、外交的停滞、生活再建の困難、過激化や越境犯罪などの安全保障リスクを伴い、国際社会による協調的な対応が求められています。 この課題を多角的に検討するため、危機の背景と包括的な対応の方向性を示すポジションペーパーと、国際政策対話に向けた具体的な提案をまとめた政策提言の2つの報告書を公開しました。

第２グループ（平和構築支援担当）では、活動の柱の一つにいわゆるWPS（女性、平和、安全保障）アジェンダの推進を掲げております。この度、PLCPD (Philippine Legislators' Committee on Population and Development)と共に、フィリピンにおけるWPSアジェンダ推進に向けて、政策立案者、研究者、市民社会、教育機関など、幅広いステークホルダーの皆様にご参考として頂くべく、WPSの理念と実践を深く理解するための3本の報告書を作成いたしました。
1.Talkpoint - Fact Sheet on the Women, Peace, and Security (WPS) Agenda in the Philippines
フィリピンにおけるWPSアジェンダの概要を簡潔にまとめたファクトシートです。国連安保理決議1325を基盤とし、女性の参加・保護・予防・復興の4つの柱に基づく政策の現状と課題を紹介しています。
2. Primer - Ensuring Inclusive, Just, and Lasting Peace through the Women, Peace and Security Agenda
WPSアジェンダの歴史的背景、国際的枠組み、フィリピンにおける国家行動計画（NAPWPS）と地域行動計画（RAPWPS）の詳細及び推進における課題等を解説した入門書です。特に、政策担当者や研究者の方々にご活用いただきたい資料です。
3. The Women, Peace and Security Agenda in the Philippines - An Overview of the Policy Landscape
フィリピンおよびバンサモロ・ムスリム・ミンダナオ自治地域（Bangsamoro Autonomous Regin in Muslim Mindanao: BARMM）におけるWPS関連政策の体系的な分析を行ったポリシー・マッピングです。関連法制度、政策の実施状況、課題、そして今後の提言までを網羅しており、特に政策形成に携わる方々にご参考として頂きたい資料です。
