The Ocean Policy Research Institute's (OPRI) predecessor, the Ocean Policy Research Foundation (OPRF), began its activities in 2000 as a think tank specializing in research, policy recommendations, and information dissemination concerning ocean policies, with the aim of attaining a “harmonious relationship between mankind and the oceans.” The Foundation contributed to the adoption of the Basic Act on Ocean Policy in 2007. Since then, the Foundation has actively participated in international conferences and discussions on ocean governance and served as a think tank promoting the materialization and implementation of the 12 Basic Measures set out in the Basic Act on Ocean Policy. Taking over OPRF's activities as well as its human resources, knowledge, and networks that facilitated its operations, the OPRI plans to engage in ocean-related research, exchange, and information dissemination activities within and outside Japan.
