Strategic Dialogue and Human Resource Development Program
Building a foundation of trust between Japan and Asia to fortify solidarity and engender peaceful coexistence
Amid growing “America First” tendencies in the United States, the declining international leadership of Western countries, and the emergence of powers such as China and Russia that challenge the existing international order, the international community is undergoing a major transformation. In some cases, the actions of these countries have led to wars and conflicts involving many nations, with no clear resolution in sight. At the same time, economic security has come under increasing strain due to the exposure of vulnerabilities in global supply chains following the COVID-19 pandemic, instability in the supply of energy and natural resources caused by the conflict in Ukraine and tensions surrounding Iran, and the growing threat of cyberattacks.
Against this backdrop, countries in Asia, including China, India, and Indonesia, are enhancing their presence in the international community as their economies continue to grow. At the same time, however, the region continues to face numerous potential sources of conflict stemming from divisions related to nationhood, ethnicity, religion, and politics. In addition, such challenges as inequality, climate change, and natural disasters are becoming increasingly serious, posing significant threats to human security.
Taking into account these changes in the international order and the circumstances surrounding Asian countries, we carry out strategic exchange and human resource development programs aimed at deepening mutual understanding and strengthening relationships among those who will shape regional societies, with a view to achieving long-term peace and stability in Asia. More specifically, we create opportunities for direct dialogue among concerned parties and support network-building by inviting opinion leaders—including politicians—and next-generation leaders to Japan and by dispatching participants to the region. We also work in cooperation with the international community to provide young people who will lead the next generation with opportunities to engage in dialogue with people from diverse backgrounds, including fellow students of their own generation. Through these efforts, we seek to deepen understanding of different political, social, and cultural contexts, foster acceptance of diverse values, and nurture the next generation of leaders who will contribute to the building of peaceful societies.
