IINA: Japan’s Maritime Cluster Seen from a Security Perspective: Toward the Reconstruction of Japan’s Shipbuilding Industry

The Government of Japan is working to strengthen its maritime cluster through public-private partnerships. The backdrop to this effort is the decline in the international competitiveness of Japan’s maritime cluster. In particular in the shipbuilding industry, Japan’s global market share of shipbuilding orders received has shrunk to approximately 8% and China and the Republic of Korea have the overwhelming advantage. For this reason, the government formulated and announced the Shipbuilding Industry Revitalization Roadmap on December 26, 2025 with the objective of reconstructing Japan’s shipbuilding industry

IINA: Biotechnology in the Era of Omni-Use: Technologies Without Borders and the Governance Challenges They Present

Life science technologies have recently made remarkable advances. Progress in synthetic biology and genome analysis has dramatically accelerated the development of medical technologies that once required long periods of time. A symbolic example is the mRNA vaccines that were rapidly developed and distributed in response to COVID-19. At the same time, these technological foundations also carry the risk of being misused in unforeseen ways. Between spring and summer 2023, 23andMe, a company providing DNA testing services, suffered a major cyberattack, resulting in the genetic information of approximately seven million people being leaked. It was reported that the leaked data included information that could identify individuals of specific ethnic backgrounds.

IINA: Japan-India Space Cooperation Accelerating the "Free and Open Indo-Pacific (FOIP)" --Building a New Order Through Space--

Space utilization is an important means of ensuring strategic autonomy for India, and the country is accelerating its entry into the use of space for both security and commercial purposes. In 2023, the lunar probe Chandrayaan-3 successfully landed on the south pole of the moon, becoming the first country in the world to reach that area. India is also working on developing its own space station (BAS: Bharatiya Antariksh Station) concept and exploring deep space through distant observations using the astronomical satellite “AstroSat”, while establishing itself as one of the major actors in space following the United States and China.

In recent years, cyberattacks targeting companies and critical social infrastructure have moved far beyond the realm of technical risks that can be left to the IT department alone. The surge in incidents affecting Japanese businesses and essential services since 2024 marked a turning point. By 2025, cyberattacks had come to be recognized as an everyday risk—one that could strike at any time.
