ペリーが香港において英国官吏と小笠原島の領有について問答

ペリーは、日本訪問後、翌年再訪することを告げて香港へ向かった。1853年12月、同地でボーンハム香港駐在英国首席通商監督官がペリーを訪問し、小笠原島Bonin Islandsはかねて英国政府の名において領有措置がとられたとして、貯炭所用地の購入について説明を求めた。英国側は、1825年に英国捕鯨船が発見し、1827年に英国海軍のビーチー艦長が正式に領有措置を執った、1830年に最初の移住者がサンドイッチ諸島の英国領事の勧めにより渡航したなどと主張した。これに対し、ペリーは、発見に基づく権利主張については1675年に日本人が訪れ命名している（ケンペルの『日本誌』に依拠）、ビーチー艦長が行った儀式の効果については政府間で議論すべき事項である、土地の購入は私的な取引であるとした（Ref.1）。
