Exchange of Views on the JADE Program

On Monday, October 27, 2025, the Strategic and Deterrence Group of the Japan-U.S. Security Studies Unit participated in a dialogue session as part of the “JADE (Japan-Australia Dialogue and Exchange for Next Generation)” program, jointly implemented by the Japan Foundation and the United States Studies Centre (USSC) at the University of Sydney. This program aims to foster mutual understanding and develop young policy professionals who will play a key role in the future of Japan-Australia relations. Through policy dialogues with experts in diplomacy, politics, and business, the writing of policy papers, and participation in public events, the program provides practical insights and builds professional networks.

Developments concerning China’s fast breeder reactors (FBRs) in Fujian Province are drawing much attention. A satellite image taken in April 2025 (to be discussed later) shows that a massive amount of water is being discharged from Reactor 1 into the sea, indicating that the reactor is in operation.

IINA: Redefining Air Defense in a New Era ――Europe’s Drone Crisis Poses Challenges for Japan

The repeated incursions of small unmanned aerial vehicles (drones) into the northern and eastern fringes of Europe are not only prompting the strengthening of air defense capabilities, but also the revision and realization of existing air defense concepts. In September 2025, successive incidents of drone intrusions were confirmed in Poland, Romania, and Denmark, as well as in Estonia, where Russian fighter jets violated Estonian airspace.

IINA: Reinvigorating the UN Command: New Zealand’s Deployment to South Korea and Its Strategic Implications

On July 30, 2025, a Royal New Zealand Air Force C-130 transport aircraft touched down at Osan Air Base in South Korea. Thirty-five New Zealand Army personnel disembarked and immediately formed ranks in front of the aircraft, performing the haka—a traditional Maori dance often seen at international rugby matches. Their presence, however, signaled more than ceremonial goodwill. The platoon had crossed the Pacific to participate in joint exercises, including the U.S.–South Korea Ulchi Freedom Shield (UFS) drills held from August 18 over a 10-day period.
