Proposals to the Japanese Government Concerning International Management of Plutonium

In September 2018, SPF launched the Working Group on New Initiatives for Nuclear Energy and Nuclear Non-Proliferation, which set out to consider a range of topics including Japan's lessons learned from the Fukushima nuclear accident, strategies to control and manage nuclear fuel on a global scale, ways for Japan to contribute to denuclearizing North Korea, and the new approaches to nuclear disarmament, nuclear non-proliferation, and the peaceful use of nuclear energy.

There is no doubt that the Japan-U.S. Alliance remains the cornerstone of Japanese security policy as well as being the most rational means for providing for Japan’s national defense. However, in the United States, criticism of unilateralism or asymmetry in the Japan-U.S. Alliance remains persistent. Thus, it is likely that the U.S. will demand its allies to share an ever greater portion of the defense burden in the future.
