The Internet has become a significant global infrastructure in recent decades. While cyber capabilities are vital to support this architecture of the modern international system and enable a vibrant global economy, they also pose new challenges. Cybersecurity—promoting stability in and ensuring continued freedom of access to the global commons of space and cyber—has become one of the most important issues for countries including the United States and Japan.

In this context, the Sasakawa Peace Foundation has invited Dr. James A. Lewis, Director and Senior Fellow, Technology, the Center for Strategic & International Studies (CSIS), to offer his expertise on cybersecurity issues and U.S. cybersecurity policy and provide his views on ways to enhance U.S.-Japan cooperation as well as regional and global cooperation on this issue. He will also discuss initial misconceptions about cybersecurity, and how "cloud" computing will change policy requirements in the future. Dr. Lewis has led many projects looking at how technological change affects security and economic growth, and has pioneered in cybersecurity research, including strategic competition, innovation, cyber conflict, and internet governance.

The lecture will be an opportunity to organize our thinking on the issues of cybersecurity and provoke thoughts on ways to further bilateral, regional and global cooperation over this challenge.
