The notorious situation in which Japan has not yet succeeded in forming its own Basic Ocean Policy to realize the Integrated Coastal Zone Management in her waters depends mainly upon a failure of follow-up studies regarding the new philosophy of international law which is embodied in UN Convention on the Law of the Sea as the Common Heritage of Mankind Principle.
