Policy Recommendation on Enhancing the Foundation for Human Resource Base of Defense Capabilities

Currently, Japan is facing the most severe and complex security environment since the end of World War II, which calls for a fundamental strengthening of its defense force to ensure Japan's peace and security. In particular, reinforcing the human resource base to enhance the capabilities of Self-Defense Forces (SDF)  personnel has been positioned as an urgent issue, and measures are being considered at a rapid pace by the entire government.

In April 2024, the Sasakawa Peace Foundation established the study group "Security Strategy Studies Project" with experts including policymakers and practitioners on security as its members, to examine bold ideas for strengthening the human resource base of defense capabilities, utilizing a third-party perspective, free from the existing framework. We are pleased to issue our policy proposal “Policy Recommendation on Enhancing the Foundation for Human Resource Base of Defense Capabilities.”
 
We hope that this proposal will contribute to further strengthening the human foundation of Japan’s defense capabilities.

SPF Policy Proposal: Policy Recommendation on Enhancing the Foundation for Human Resource Base of Defense Capabilities

As part of the Sasakawa Peace Foundation's project "Security Strategy Studies" (2024-), which aims to provide insights and proposals on Japan’s security strategy by utilizing a third-party perspective, we are pleased to issue our policy proposal “Policy Recommendation on Enhancing the Foundation for Human Resource Base of Defense Capabilities.” This proposal focuses on strengthening the human resource base of Japan’s defense capabilities. To contribute to enhancing the capabilities of Self-Defense Forces (SDF) personnel, the project brings together experts—including policymakers and practitioners—to explore bold and innovative ideas beyond existing frameworks.

Report: US-Australia-Japan strategic cooperation in the Indo-Pacific: Testing trilateralism through crisis simulation

The Sasakawa Peace Foundation, in collaboration with the United States Studies Centre (USSC) at the University of Sydney, conducted a strategic simulation on strategic crises in the Indo-Pacific region. This simulation focused on two interrelated crises: the Taiwan Strait crisis and d the Korean Peninsula nuclear crisis.
