Project Outline
Recent years have seen rapid developments in the maritime security environment, including increasing incidences of territorial disputes and threats from non-state actors, necessitating more robust maritime security frameworks and trust-building at the international level. This project focuses on non-military maritime law enforcement and provides a forum for independent discussion of issues that are often difficult for governments to address directly. The aim is to clarify the division of roles and institutional arrangements between maritime law enforcement agencies, which operate as police forces, and the military; to promote the sharing of knowledge that contributes to policy formulation; and to encourage constructive dialogue among domestic and international stakeholders. Through these efforts, it seeks to deter escalation toward armed conflict and to strengthen the foundation linking operational practice with policymaking.
