Event Report:India in the Western Pacific: Expert Workshop and Public Symposium Co-hosted with ORF

Strategy and Deterrence Program

From December 1 to 3, 2025, the Strategic and Deterrence Group of the Sasakawa Peace Foundation co-hosted a closed-door expert workshop titled "INDIA IN THE WEST PACIFIC – INTERESTS AND RATIONALE FOR ENGAGEMENTS" with the Observer Research Foundation (ORF), India’s leading think tank, in Tokyo.
The workshop brought together over 30 researchers and practitioners from India, Japan, Taiwan, and Southeast Asia. Each session featured active discussions that deepened mutual understanding on the following themes: 1) India’s economic security interests in relation to East Asia, 2) The relevance of the Western Pacific’s stability to India’s security, 3) Implications of India’s engagement in Southeast Asia, and 4) The future of Japan-India security cooperation

On the afternoon of December 2, a public symposium titled "India in the Western Pacific: Expanding Interests and Engagements, and Regional Responses" was held. The event featured a keynote speech by Professor Harsh Pant, Vice President of ORF and Head of its Research and Foreign Policy programs, followed by a panel discussion with distinguished experts from Japan, Taiwan, and Indonesia. The symposium concluded successfully with active participation and lively exchange.

To ensure the security and defense of Allies, NATO needs to be able to credibly tackle multiple, global and interconnected threats and challenges and to account for the impact that conflict, crises and instability in other regions of the world could have on the Euro-Atlantic, its area of responsibility.

IINA: 【Cooperation between European and Indo-Pacific Powers in the U.S. alliance system project: Policy Paper Vol. 8】 Cooperation by Design: The Implication of Maritime Connectivity for NATO and the Indo-Pacific Partnership

This paper argues that the partnership between NATO and Japan shifted from cooperation by chance to cooperation by design after 2001, when Japan suddenly expanded its cooperation with NATO due to common challenges in Afghanistan. The September 11 terrorist attacks dramatically changed the strategic landscape and transformed Japan’s position as the lead country of a pacifist foreign policy of demobilization, demilitarization, reintegration, and post-conflict reconstruction. One way to describe this partnership between NATO and Japan is cooperation by chance.
