“Current Situations of Ukrainian Evacuees in Japan – Towards Inclusive Societies and the Future of Education”

In response to the Russian invasion of Ukraine that began in February 2022, there have been over 2,000 Ukrainian evacuees residing in Japan. In support of Ukrainian citizens who evacuated to Japan, the Sasakawa Peace Foundation (SPF) has established telephone counseling for Ukrainian refugees (Support Center for Refugees Japan = Support-R) on May 19, 2022, together with non-profit organizations (NPOs), Citizen's Network for Global Activities (CINGA) and Forum for Refugees Japan (FRJ).

Support-R produced and disseminated the guides for the evacuees who have just arrived at Japan and FAQ for their stay in Japan. It also has provided counseling for the people who plan to evacuate to Japan and Ukrainian evacuees in Japan. Through the counseling, we found that they have various difficulties such as mental health, issuance of visa, evacuation process, accommodation, separation with family members and learning of Japanese.

In Japan, under the support of local governments and international exchange associations, efforts have been made to accept Ukrainian evacuee children in primary and junior high schools. On the other hand, there were concerns about difficulties in continuing education (including Japanese language learning), especially for upper secondary students, who are not in the age of compulsory education. Therefore, SPF organized an education survey for Ukrainian upper secondary students in Japan from October to November 2022 in collaboration with the Embassy of Ukraine in Japan and the Nippon Foundation.

Based on the results of the above survey, SPF, CINGA and FRJ, with the representatives of the concerned organizations, will hold a seminar to take stock of current situations of Ukrainian evacuees in Japan, and share the results of activities of Support-R and other relevant organizations. We would like to share what we have learned so far and encourage discussions to improve ways in providing adequate educational opportunities for evacuees and people with foreign roots towards more inclusive societies in Japan.
