On September 10, 2025, the Ocean of Peace Declaration was officially endorsed at the 54th Pacific Islands Forum Leaders' Summit held in the Solomon Islands. The Declaration is based on an initiative proposed by the Honourable Mr. Sitiveni Ligamamada Rabuka, Prime Minister of the Republic of Fiji, on August 16, 2023, and reflects the strong determination of Pacific Islanders to unite with wisdom and responsibility to preserve the Pacific Ocean as a peaceful sea for future generations.

Since returning to office in December 2022 after nearly 23 years, Prime Minister Rabuka has actively promoted efforts to heal divisions both domestically and internationally. In the Pacific region, where geopolitical competition is intensifying, the proactive stance of island nations in shaping their future sends an important message to the international community.

This seminar presents a rare opportunity for Prime Minister Rabuka to visit Japan. He will personally speak about the background and significance of the Ocean of Peace Declaration and share his expectations for future partnerships between Japan and Fiji, as well as between Japan and other Pacific island countries.

Following the seminar, a networking dinner reception will be held.
