While GPS has been utilized for car navigation systems, etc., and has become essential for social life, its vulnerabilities are not well known. Efforts have been made in many countries in order to reduce risks caused by the exclusive dependence on GPS. Accordingly, a backup system for GPS should be constructed by a combination with LORAN-C, without keeping an exclusive dependence on GPS.

Hachinohe City developed the "plan for establishing a city based on the ocean" in 2003, in order to make not only the port area but also the whole city attractive and vibrant, by utilizing the appeal of the ocean. "Aomori Eco-Town Plan" and "Hachinohe Recycling Port," which have been promoted as core projects for creating the recycling-based community, as well as efforts for new energy projects, etc. are introduced.
