This article introduces the Hiratsuka Marine Energy Association, which is a collaboration among Hiratsuka City, the Institute of Industrial Science at the University of Tokyo, and businesses both within and outside the city to take concrete action toward climate change and local development. Next, I would like to summarize the current situation and issues in ocean research development policy seen through the Association’s initiatives, and discuss the possibility of local governments’ contributions from the perspective of institutional entrepreneurship under the New Institutionalism in Organization Theory.

The Choshi Ocean Institute, located on the eastern end of the Boso Peninsula, has been operating a dolphin and whale watching business for over 20 years. The ocean, which has supported the activities of countless lives with cetaceans at the top, is being gravely impacted by global warming and marine trash. As recipients of the ocean’s many benefits, we would like to continue emphasizing the importance of the ocean environment while maintaining interest and familiarity with the sea.

After undergoing renovations, Kobe Maritime Museum reopened on February 5, 2020 under the theme of “The Journey of Kobe and Ports”, serving as a facility for communicating the relationship between the development of ports and Kobe’s growth, as well as helping foster future maritime human resources. I would like to introduce here the museum with its improved space and attractions that incorporate displays utilizing imaging technology and interactive content.
