It has been more than 15 years since the Personal Water Craft operator’s license was established as part of the Boat Operator Licensing system, taking into account changes surrounding personal watercraft use. The licensing system promotes safe navigation through the issuing of licenses. This aim of personal watercraft accident prevention, since the creation of the new license, has had some effect. However, as accidents continue to happen, I would like to make a proposal regarding the current licensing system and future safe boating education.
