Concepts of "Safety at Sea" and "Good Order of Territorial Waters" in International Society

It seems that coastal states have a duty to maintain the good order of territorial waters for the territorial waters to be a really safe sea. However, it is difficult to say that there is enough legislation, though this country has the physical ability, to maintain the good order of territorial waters.

Himi City, where "Etchu" fixed net fishing method started, is proposing technical assistance to developing countries and an approach to marine environmental issues through the promotion of the fixed net and it is transmitting the human/eco-friendly fixed net fishing method at home and abroad. Confidence and pride in the community is generated through these activities.

Though it is difficult to plan active personal exchanges with limited means of transportation, a remote island can be capable of transmitting large volumes of information exchange with a single optical fiber and fix its problems in information. This is critical to the promotion of the frontiers of science.
