Japan's foundation is shaking with the decline of primary industries, including the fishing industry. The decline has caused the loss of the food supply base and environmental destruction to say the least. It is imperative to create "new" primary industries by incorporating the advancements in IT, life science and resource management science and to convert Japan's industrial structure from a "hard" one to a "soft" one.
