A Reappraisal of CO2 Ocean Sequestration
Toru SATO
Professor, Department of Ocean Technology, Policy & Environment School of Frontier Sciences, The University of TokyoCCS, widely recognized for its merits as a technology for the large-scale reduction of CO2, is broadly divided into two methods - ocean sequestration and geological storage. While other countries focus on onshore geological storage, Japan is currently investing heavily in demonstration trials of offshore geological storage. Considering the risks involved, however, I think we should promote ocean sequestration. If Japanese technology were used, ocean sequestration would be safe, with no residual risk of impact on wildlife in future. -
Coastal Countries' Response to Ships in Distress
Toshiaki IGUCHISenior Researcher, Commercial-Lines Claims Dept, Tokio Marine & Nichido Fire Insurance Co., Ltd.
When ships have an accident at sea, they may request coastal countries in the area to provide refuge, but in recent years this has often been denied from an environmental protection perspective. The International Maritime Organization (IMO) has compiled the "Guidelines on places of refuge for ships in need of assistance," creating a standard on which coastal countries can base their decisions. Many countries in the EU and elsewhere have adopted the guideline, and it is desirable that Japan follow suit.

Towards Realizing the "Iwate New Ocean Industries" Project
Koshin TAKAHASHISpecial Section Head on Oceans, Management and Planning Division, Iwate Prefecture Coastal Zone Promotion Bureau
In order to realize the Ocean Industries Creation Concept for Iwate, included in the Iwate Residents Plan, we are setting out the Iwate-Sanriku Marine Industries Promotion Guideline, based on the responsibilities of local governments as stipulated in the Basic Act on Ocean Policy. With this guideline, we have begun concrete initiatives this year to promote new businesses that will make use of the diverse bounty to be found in Iwate-Sanriku's "seas" and increase measures towards the creation of international bases in the area for marine research.
