Initiatives by the public and private sector are being called for to promote ocean education, including in the schools, on the value of the ocean and the importance of ocean-related workplaces.As well as enhancing our policies on the oceans, it is also important that we increase public interest in and understanding of the oceans, develop human resources, and make the maritime industry more competitive.

Keidanren has published the "Proposal for Establishment of Growth Foundations to Make Japan a Country Built on Marine Industries Efor the Japanese government's New Growth strategy. In order to bring about prosperity through the creation of new marine industries, we must address the important issues of securing marine natural resources and other national interests, how to guarantee marine safety and security, and how to make contributions to a low carbon society. Leadership on the part of the Headquarters for Ocean Policy is called for to promote a comprehensive and integrated ocean policy.

While the thrust of energy policies in Japan is aimed at solar energy, the rest of the world is shifting towards wind power, the premier renewable energy. Today, moves to install large-scale offshore wind turbines are underway not only in Europe but also in China and South Korea. Using the excellent ocean technology accumulated by the "ocean state EJapan, it should also be possible for offshore wind turbines to be developed in Japan as a state project aimed partly at nurturing large industries.
