The first class of Tokyo University of Marine Science and Technology, established in 2003, will graduate this spring. At the same time, it has been decided to establish a Master's degree program in Ocean Management Policy Studies. Our country's ocean policy leaders require an interdisciplinary understanding of the ocean as well as an international perspective and practical experience. The goal of our new degree program is to develop leaders capable of drafting policy for comprehensive and systematic research, use, and management of the ocean.

After the oil spill last December off the Korean coast, members of the Wildlife Rescue Veterinarian Association, Japan, traveled to Korea to participate in the rescue activities. It was reassuring to know that expertise and technologies for rescuing birds from oil spills is applicable regardless of borders. The international exchange begun with the Korean rescue organization is also an important milestone.

The last time Japan entered the America's Cup race was in 2000, but absence from this cultural event has more negative implications than just its non-participation. In the past, Japan led the world in shipbuilding and marine technology, but there now seems to be little to remind us of those brave days. What Japan is lacking now is the will to meet the challenge of the greatest ocean race and make its presence felt around the world.
