For the economic community in Japan, the Tokyo metropolitan area needs to; 1. Address the lack of capacity in present domestic terminals and increase the capacity of present international terminals from a more internationally competitive prospective, and 2. Having cleared all maritime requirements, without any further delay, effect an "Airport Capacity Extension Plan" for the future, as an increase in primary capacity is absolutely essential.
