WORKSHOP ON SATELLITE VDES

Co-organized by: International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), Japan Coast Guard (JCG), and the Ocean Policy Research Institute of the Sasakawa Peace Foundation(OPRI-SPF)

Although digital communications at sea have advanced significantly in recent years, maritime communications still lag behind the convenience and functionality of terrestrial communication services. Information exchange between vessels and between vessels and shore stations continues to rely largely on voice communications.
To address these challenges, growing attention is being paid to the VHF Data Exchange System (VDES), a next-generation maritime communication system that utilizes VHF frequencies traditionally used by ships to enable more sophisticated digital data communications between ships and shore-based stations.
Discussions are currently underway within IALA and other relevant organizations regarding the development of guidelines for Satellite VDES, which extends VDES capabilities through satellite communications.
In light of these developments, The Sasakawa Peace Foundation, in cooperation with IALA and the Japan Coast Guard, will host the Workshop on Satellite VDES. The workshop will bring together international experts to discuss the latest developments in Satellite VDES, challenges toward operational implementation, and future prospects for maritime digital communications.
The first day of the workshop, 10 November 2026, will be open to the public. Participants will have the opportunity to learn about the latest international developments and technological advancements while exploring the future of maritime communications.
