The agenda of "de-radicalization” or “P/CVE (Preventing and Countering Violent Extremism)” globalized as a soft approach in the "war on terror," and further expanded with the urgent need across the globe after the collapse of ISIS, to integrate foreign fighters into society. The practice has continued in many parts of the world, and Bangladesh, which has been nurturing moderate and tolerant traditions of Islamic belief in Asia, is no exception. Especially after the Dhaka terror attack in 2016, in which seven Japanese were also killed, counterterrorism measures have been strengthened by the police, and efforts to "de-radicalize" have begun.
The Sasakawa Peace Foundation recognizes the negative impact of the global expansion of the “de-radicalization“ agenda on conflict-affected areas, as well as the potential risk of human rights abuse brought about by security forces’ operations to crackdown anti-government organizations, and has been working with partners to design and develop tailor-made “de-radicalization” programs in Poso, Province of Central Sulawesi in Indonesia and in Dhaka, Bangladesh since 2022, based on detailed analysis of the background of radicalization processes of targeted groups and rigorous framework for evaluation of impact of these interventions.
In Bangladesh, in collaboration with the Counter Terrorism and Transnational Crime (CTTC) branch of the Dhaka Metropolitan Police and a group of researchers (Centre for ALTERNATIVES), 5 different counseling teams consisting of 40 counselors provided counseling sessions to former prisoners and “at-risk communities,” and a comprehensive evaluation of the transformation of participants was recently completed. Later this year, counseling sessions will be provided for prisoners charged with involvement in terror attacks, who are completing their terms in the near future.
In this seminar, representatives from Bangladeshi police, researchers, and counselors will introduce Bangladeshi initiatives to deepen our understanding and explore the question of "what is de-radicalization in reality?" We look forward to your participation.
