Peacebuilding Program Seminars

Experiences from NATO and Japan – Women, Peace, and Security in the Defense Sector

Co-hosted by the Sasakawa Peace Foundation and the College of Intercultural Communication, Rikkyo University
In cooperation with the Embassy of Denmark in Japan and the Embassy of the United States in Japan

According to strong evidence, the inclusion of women in peace processes increases the likelihood of a longer and more resilient peace after conflict. Yet the global tendency shows that women continue to get isolated from contributing in all phases of the peace process - both politically, militarily, and socially. NATO is an alliance that was founded on the common commitment to democratic values, including the values of individual liberty, democracy, and human rights. These values underpin the full rights and participation of women; who constitute half of the world population. NATO acknowledges that wars and conflicts affect women and girls distinctly and disproportionally, thus adding more value to the importance of the meaningful participation of women and integrating gender perspectives in approaches to conflict resolution. The NATO Women, Peace and Security agenda is framed around its 2022 Strategic Concept, which assesses the current security environment and outlines NATO’s three core tasks of deterrence and defense, conflict prevention and management and cooperative security.  It obliges and supports the Allies to further gender equality and to integrate gender perspectives in all NATO activities.

In order to achieve its WPS objectives, NATO seeks to create synergy with national WPS activities of Allies and partner countries including Japan and other partners in the indo-pacific region. The purpose of this seminar is thus to highlight the efforts of NATO, NATO Allies, and NATO partner Japan in including women within its political and military mandate, both with regards to increasing the numbers of women in uniforms and ensuring more female leaders, as well as integrating gender perspectives across security and defense activities.

In this seminar, we invite Ms. Irene Fellin, NATO’s Secretary General’s Special Representative for Women, Peace, and Security to address know-how and experiences on how to include the WPS agenda in the defense sector. She’ll also be gathering insights on how Japan, an important partner to NATO, is promoting WPS perspectives in its defense related activities.

We look forward to your participation.
