Satellite Imagery Analysis - Status of naval shipbuilding and shipyard facilities of the Chinese Navy

The Sasakawa Peace Foundation has been conducting a project to publish research papers to analyze China's politics, economy, society, diplomacy, and security by Japanese experts through a satellite website, SPF China Observer. 
In May 2021, we launched a new project named "Satellite Imagery Analysis Project" on the same website and started analyzing various cases based on satellite images.

In this fourth session, we will discuss the status of the Chinese Navy's naval shipbuilding, including the 003 aircraft carrier, the third ship of the Chinese Navy, based on the article "Satellite Imagery Analysis - Shanghai Jiangnan Shipyard", which was analyzed based on satellite images. The speaker will be VADM (Ret. JMSDF) Tokuhiro Ikeda, the author of the above-mentioned article, and the discussant will be Yasuhiro Kawakami, Senior Research Fellow, and the moderator will be Bonji Ohara, Senior Fellow of the Sasakawa Peace Foundation.

Profile

Vice Admiral Tokuhiro Ikeda graduated from the Japan National Defense Academy in 1981. He then joined the Japan Maritime Self Defense Force. Vice Admiral Ikeda served as Commanding Officer of JS Yamayuki, Escort Division 5, Escort Flotilla 1, Fleet Escort Force and Commandant Sasebo District. He retired as Commandant Kure District in July 2016.
At the Ministry of Defense, he has served as Chief of plans and policy section, Head of the C4I system Division, Director General of Operation and Plans Department, and Director  C4 system Department of the Joint Staff Office. he was involved in policy making related to ballistic missile defense, cyber warfare, maritime security, etc.
Most recently, as well as a senior advisor to the National Security Secretariat (NSS) (2018 to 2020) and Member of MDA PT, National Headquarters for Ocean Policy(2019 to 2020). Currently, he is a member of the Japan Institute for International Affairs "Indo-Pacific Study Group" and a member of the Sasakawa Peace Foundation International Peace and Security Department "Japan-US Alliance Study".

Profile

He is a native of Bisei-cho (Beautiful Star town), Okayama Prefecture (West Japan) . He graduated from the National Defense Academy of Japan in 1988 with a Electrical Engineering, and the High Level Mine Warfare School and the Naval War College. And completed a master’s program and got the Master’s Degree of Arts (Social Management Science) at the Open University of Japan in 2021.
He is a security expert studying Military Strategy, Operation (Operational Arts), Tactics, National Defense Studies, Japanese Security Policy.
After qualifying as a surface warfare officer, he carried out duties on JS Shimayuki (DD133), as navigator on JS Asagiri (DD151), and as damage control officer on JS Sawagiri (DD157), all in Sasebo. He commanded the minesweeper ship, JS Hikoshima (MSC 669), and Minesweeper Division 46 (MSCx3), and Minesweeper Division 51 (MSOx3), command Deploy Task Force, Over the course of five overseas deployments. And as chief-of-staff for Commander, Mine Warfare and Amphibious Warfare Force.
Ashore, he survived five tours in the Maritime Staff Office, Chief of Training Section, Planning Defense, Public Affairs, Manpower Planning, Manager of Honor & Punishment. He command Mine Warfare Service Center (CMWSC).
Chairman and Professor of Department of National Defense Studies, National Defense Academy of Japan in September 2018. And retired JMSDF in December 2020 (Rear Admiral JMSDF (Ret.)).
He assumed the position of Senior Research Fellow of International Peace and Security Department, the Sasakawa Peace Foundation in October 2021.

Profile

Graduated from the National Defense Academy of Japan in 1985 and completed his Master’s program (area studies) at the University of Tsukuba in 1998. Joined the Maritime Self‐Defense Forces in 1985 and became a helicopter pilot. Stationed in China between 2003 and 2006 as a naval attaché. Became chief of the intelligence section, MSDF Maritime Staff Office, Ministry of Defense, in 2006 and commanding officer of the 21st Flight Squadron, MSDF, in 2009. Worked at IHS Jane’s from 2011 as an analyst and business development manager and joined The Tokyo Foundation for Policy Research in 2013, and became the Director of Policy Research in 2016 before assuming his present position in June 2017. His works include Chugoku no gunji senryaku (China’s Military Strategy), Toyo Keizai Inc., co-author of Magari kado ni tatsu chugoku (China at a Turning Point), NTT Publishing, Beichu shin reisen no makuake (After Sharp Power), Toyo Keizai Inc., and Yoku wakaru gendai chugoku seiji (Contemporary Chinese Politics), Minervashobo.
