Strategic dialogue between Japan and Russia has effectively been halted since the start of the war in Ukraine. However, Russia has recently stepped up strategic dialogue with China and is also working to strengthen ties with North Korea. All of these developments have a direct bearing on the security environment for Japan.
 
This project seeks to address the heightened need for expert-level security dialogue with Russia by setting out a framework for expert-level Track 2 strategic dialogues to provide an effective channel for bilateral communication.
