Given concerns about the various ways in which crises can occur, whether it be natural disaster, infectious disease, or conflict, there is an urgent need to review the policies that Japan currently has in place to deal with such events and the legal framework on which they are based.

This project highlights how Japan currently deals with emergencies and to investigate what highly effective measures could be adopted. Findings on the creation of new laws and the role of government agencies will then be presented as proposals to the executive and legislative branches of government.
