Project Outline
As leadership over the peaceful use of nuclear power has shifted to China and Russia and the export of nuclear reactors from these two countries to developing countries has accelerated, there is growing concern over the proliferation of nuclear technologies that could be converted into nuclear weapons. In this environment, the time has come for Japan, a country with a high level of expertise in nuclear technologies, to exercise global leadership toward the promotion of nuclear nonproliferation. This project carries out research so that Japan may contribute to the strengthening of the International Atomic Energy Agency’s (IAEA) inspection and control system of “nuclear safeguard measures.” In addition, it explores the possibilities of and offers policy proposals for new international codes that complement these safeguard measures.
