Project Outline
The former Abe administration conducted an active diplomatic policy toward Russia with the dual aim of 1) concluding a peace treaty accompanied by resolution of the territorial dispute between the two countries, and 2) improving and strengthening the Japan–Russia relationship with an eye toward strategic balancing vis-à-vis the rapidly emerging China. However, now we face the new strategic environment in which after the 2014 Ukraine crisis and the start of the US Trump administration the US has deteriorated relations both Russia and China and, as a result, Russia and China have strengthened their strategic relations. In this strategic situation we can’t expect that Japan sign a peace treaty with Russia in the near future.
For the study of an alternative foreign policy toward Russia this project will conduct a trilateral strategic dialogue including India which shares concerns with Japan over deepening Russia-China strategic relations and explore the possibility of Japan-Russia-India trilateral cooperation. Based on the results of this study we will make policy recommendations regarding Japan’s foreign policy toward Russia.
