Project Outline
Recognizing that Russia shares the concerns of Japan and the U.S. about the emergence of China as a global superpower, the Japanese government (the former Abe administration) approached Russia through (1) opening the door to signing a peace agreement to resolve the countries’ territorial issues, and (2) strengthening bilateral relations with an eye toward strategic balancing with China.
At the same time, the souring relationship between the U.S. and Russia along with the deterioration in U.S.–China relations have pushed Russia closer to China, creating a new dynamic within the international community. In light of these circumstances, the peace treaty negotiations between Japan and Russia are expected to drag on for an extended period of time. Further, given the difficulty in strategic balancing against China, Japan has entered a new phase that aims to shift the conventional framework through a new line of strategic dialogues with Russia (Track 2).
In order to examine future Japanese diplomatic strategy with Russia, this program invites India, which has historically maintained positive relations with Russia, to conduct Track 2 level strategic dialogues to explore trilateral cooperation. The findings will be compiled into policy recommendations on Japan’s diplomacy with Russia.
