W20 Series: Leveraging Women's Untapped Potential to Accelerate Inclusive and Sustainable Future

Women 20 (W20) Second International Meeting in Jaipur

Women20 (W20)
W20, G20's official citizen engagement group and policy advocacy body on women, was launched in 2015 when Turkey held the Presidency. Each year, W20 delegates representing citizens from G20 countries and the EU participate in W20 activities, compile the W20 communiqué, and submit it to the representative of the G20 Presidency, known as the Sherpa. In this article, Dr. Basabi Chakraborty, the W20 delegate from Japan, who is also an AI scientist, reports on the W20 activities in the W20 Second International Meeting in Jaipur, India, and describes the contributions of W20 delegates. (W20 India Website: https://w20india.org/)

The second Women 20 (W20) International meeting was held in Jaipur, the capital of the Indian state Rajasthan, on April 13 and 14, 2023, with the theme “Leveraging Women’s Untapped Potential to Accelerate Inclusive and Sustainable Future” as a part of Women-led Development. I joined the international meeting as the sole delegate from Japan in the pink city Jaipur. Around 120 women delegates from 18 countries participated in the meeting. The agenda of the two-day international meeting focused on five key priorities: women entrepreneurship, grassroots women leadership, bridging the gender digital divide, education and skill development, and climate change.

On the morning session of April 13, in the inaugural ceremony, Shri Indevar Pandey, Secretary of the Ministry of Women and Child Development, presented a vivid account of the digital revolution in India through various schemes enabling women led development to succeed. G20 India Sherpa, Mr. Amitabh Kant, emphasized the importance of women led development as the key priority of India. He also pointed out that digital and financial inclusion is the key to reducing the gender gap. He urged W20 members to think out-of-the-box and come out with radical solutions for the urgent need of closing the gender gap. His strong words encouraged and resonated all the delegates. “Mission Digital Women” was launched in his presence as a part of “call-to-action” W20 initiative. The objective of launching “Mission Digital Women” is to empower women through financial and business literacy as well as digital proficiency so that they can start their own enterprises and expand their businesses.

Panel discussion on grassroot eco-friendly projects for sustainable future.

Apart from the inaugural session, three more panel sessions were organized on the first day of the meeting. These sessions were focused on financial empowerment of women, digital and financial literacy, bridging the gender digital divide, climate change, and a sustainable future. Delegates were engaged in passionate discussion on critical and essential issues pertaining to women-led development. In the first panel session, moderated by Hyun Hee Ban, Chief, Social Policy, UNICEF, panelists from different countries talked about care economy ecosystem and associated problems, labor force participation from work life balance and public policy programs in their respective countries. 

The second session was devoted to charting a path of equity and equality through bridging the gender digital divide and transformation. The panel moderator, Ms. Eunsong Kim, Gender Equality and Social Inclusion Specialist, UNESCO, introduced the recent recommendation of the ethics of AI by UNESCO to the delegates. The panelists voiced the fear of increased digital divide fueled by the recent technological progress of AI trained with biased data. The delegates from different countries agreed that the digital divide can be narrowed if women take up the leading positions in the area of emerging technologies that will enable them to introduce proper policy to balance gender issues. As a researcher in the field of AI, personally I think that gender balance in STEM field should be focused with the highest priority and the digital divide should be addressed from early years of education. The third session dealt with setting of our goals and targets for a sustainable future. Smt. Hari Priya Mohanty, Grassroot Eco changer and Smt.Arpita Pattnaik, Executive Director, Humara Bachpan Trust, shared the experiences of their eco-friendly projects.

At the end of the day, we had a cultural program and dinner with exotic and wide varieties of mouth-watering food demonstrating the superb and diverse culinary skills of traditional and modern India. The cultural program mesmerized us with the music and folk dances of rural Rajasthan. The performers of fire dance and pot dance made all the delegates spell bound with their outstanding skills.

The second day of the meeting began with an early morning yoga session followed by the plenary session on Grassroot Leadership and Entrepreneurship, in which various speakers presented their views. G20 Chair Sandhya Purecha remarked in her welcome address that the meeting was critical for bridging the gender divide. Ms. Elvira Morasco, W20 Italy delegate, shared success stories of entrepreneurial ventures by women in Italy that made positive impact in the local community. Bharati Ghosh, a former UN official, emphasized the importance of providing opportunities for women to take on leadership roles in their communities. Virginia Littlejohn, Founder of Quantum Leaps and Co-Head of the W20 U.S. Delegation, suggested creating a Women Entrepreneurs Finance Code and a policy framework to provide impetus to a women’s entrepreneurship ecosystem. Smt. Darshana Jardosh, Minister of State for Railways and Textiles, Government of India, acknowledged that grassroot leadership is significant for achieving gender equity and stressed the need to empower women economically, socially, and politically. She also said that India is rapidly moving towards women-led development and that the country’s G20 presidency can unite the world in pursuit of common goals and well-being for all.

Closed room meeting for drafting the communiqué.

After the plenary session, the W20 delegates had a closed-door meeting to discuss the key priority areas for achieving gender equity and bridging the digital divide. The delegates exchanged ideas of various strategies for empowering women and promoting gender equality in their respective countries. In the afternoon session, the delegates from several countries and the knowledge partners related to various task forces were engaged in separate closed room intense discussion for the drafting of communiqué. I participated in the discussion of the task force of “Bridging the Gender Digital Divide.” Delegates from several countries and the knowledge partners joined the meeting. The discussion started by identifying the most important key points for recommendation which will be the game changer to create the world of equality and equity. After two hours of intense exchange of opinions, we came up with the points for recommendation and corresponding plan of actions. It was decided that the draft version will be prepared by our co-chair Tamara B. Dancheva and will be circulated among the group members for further comments.

In the evening, after the brainstorming session of drafting the communiqué, the W20 delegates went out for a refreshing excursion to Amer Fort and Nahargarh Fort in Jaipur. These historic forts are popular tourist attractions and provide a glimpse into India’s rich cultural heritage. We enjoyed the incredible architecture of Amer Fort, a masterpiece of Indian history, and the marvelous view of the city of Jaipur and beautiful sunset from the top of Nahargarh Fort.

Author's Note

The next event, W20 Summit, will be organized in Mahabalipuram, Tamilnadu on June 15 and 16, where six W20 delegates from Japan are expected to participate. We, W20 delegates, are eagerly looking forward to the summit and the handover of the draft communiqué to the G20 Sherpa for submission to the G20 Summit. 

Profile of Dr. Basabi Chakraborty, W20 Japan Delegate 
Dr. Basabi Chakraborty is currently Distinguished Professor and Professor Emeritus in Iwate Prefectural University and Dean and Distinguished Professor, Madanapalle Institute of Technology and Science, India. Her main research interests are in Pattern Recognition, Machine Learning, Soft Computing Techniques, Biometrics, Data Mining and Social Media Data Mining. She is a senior life member of IEEE and also a member of various scientific societies in Japan and India, including artificial intelligence, computer science and neural networks. She worked in IEEE WIE, an international organization of women engineers and researchers in technology fields, to promote women participation in STEM. Appointed as W20 Japan Delegate in 2023.
