Academic/Professional Background
Dr. Natsuhiko Otsuka graduated from Civil Engineering Course of the Faculty of Engineering at Hokkaido University in 1981. After he studied at the Graduate School of Engineering at Hokkaido University from 1998, he received a Ph. D. in 2001.
Since 1981, he had been worked at marine contractor for 10 years as a structural engineer of port facilities, and expert for hydraulic engineering on coastal environments. From 1991 to 2016, he had been worked at consulting company as a person in charge of hydraulic engineering, and structural design of port and coastal facilities. In parallel with domestic engineering projects, he had worked on consultation of natural resource development in Far East Russia, and consultation of Japan’s Grant Aid Projects for Fisheries. From 2016 to 2024, he became a professor at the Hokkaido University Arctic Research Center. After his retirement from the University in 2024, he was appointed as a director of the Okhotsk Sea Ice Museum of Hokkaido in Mombetsu City. His research field includes seismic and weave- resistant design of port facilities, ice engineering in the ocean, and maritime transport in the Arctic.
