【Abstract】
In June 2019, the United Kingdom made news by enacting a “net zero“ law aimed at reducing carbon dioxide emissions to zero. Interest in the UK’s initiatives vis-à-vis climate change is growing, in part because the nation will serve as the president of the 26th United Nations Climate Change Conference (COP26) in 2021. And against this backdrop, there are rising expectations for offshore wind power generation as a source of low-carbon energy for the UK, a nation surrounded by the sea.
