Leveraging Impact Finance and Empowering Communities to Improve Food Security and Promote Sustainable Blue Economies

In conjunction with the forthcoming 9th Tokyo International Conference on African Development (TICAD 9), the Sasakawa Peace Foundation (SPF), through its Ocean Policy Research Institute (OPRI), will organize a event entitled “Leveraging Impact Finance and Empowering Communities to Improve Food Security and Promote Sustainable Blue Economies.” The event is intended to support deliberations at TICAD 9, which will be held from August 20 to 22, 2025, in Yokohama.

This event will focus on discussing how impact finance can contribute to building social capacity to improve food security and promote sustainable blue economies in Africa. It will also explore financing methods and public–private partnerships that can simultaneously promote the sustainable use of marine resources and revitalize local economies.

Through this initiative, we aim to deepen cooperation between Japan and African partners, including SPF, and strengthen the foundation for continued collaboration beyond TICAD 9.

Profile

Peter Kodwo Appiah Turkson is a prominent Ghanaian cardinal of the Roman Catholic Church. Ordained as a priest in 1975, he served as Archbishop of Cape Coast from 1992 to 2009. In 2003, he was elevated to the College of Cardinals by Pope John Paul II. He later held key positions in the Vatican, including President of the Pontifical Council for Justice and Peace (2009–2017) and Prefect of the Dicastery for Promoting Integral Human Development (2017–2021).

Since 2022, Cardinal Turkson has served as Chancellor of both the Pontifical Academy of Sciences and the Pontifical Academy of Social Sciences, where he continues to advocate for social justice, environmental stewardship, and interfaith dialogue. He holds advanced degrees in theology and sacred scripture from institutions in Ghana, the United States, and Rome. Known for his deep commitment to global equity and sustainable development.

Alan Dones is a visionary developer and innovative strategist with decades of experience leading landmark infrastructure projects across the U.S. and Africa. He is seasoned at curating transformative public agency and mixed-use developments, creating models for inclusive land use, procurement reform, and public-private investments.
A licensed engineering contractor and long-time entrepreneur, Alan has worked at the intersection of energy, real estate, policy, and technology to open closed markets and expand access for historically excluded communities. He has advised public institutions across the world on innovation, equity and small business inclusion, and lectured widely, including at Stanford and UC Berkeley.
As Co-Founder of ECHo, he leads strategic innovation across 54 African countries to accelerate clean energy deployment and carbon-based development finance through Church and community platforms. His work with ECOWAS, the Government of Ghana, and the West African Power Pool has enabled deep expertise in African energy solutions.
Alan’s leadership bridges policy, capital, and community — redefining development as a platform for justice, innovation, and long-term systems change.

Profile

Minoru Tamura graduated from the School of Ocean and Earth Science Technology (Marine Policy) at the University of Hawaii, Manoa. He served as a researcher at the State of Hawaii, Scripps Institution of Oceanography in California, Palau International Coral Reef Center and Akajima Marine Science Laboratory. He held positions as a JICA Junior Expert (Environmental Conservation at Pacific region), Project Formulation Advisor (Environment at Pacific Region), Fisheries Expert (Caribbean and Pacific region), and Technical Director at the Marine Eco-Label Japan Council. He has been in the current position since 2024, engaging in fisheries-related projects in approximately 30 countries, including African nations. Specializes in fisheries development and coastal resource management.

Kotaro has over twenty years of extensive experience in driving corporate banking business growth and strategic initiative across large corporates, international business, and startup & innovation development.
Since 2022, Kotaro has taken on the role of Advisor to Group Chief Sustainable Officer and Joint General Manager of the Sustainable Business Promotion Department, where he leads the planning and promotion of sustainable business strategies.
Kotaro is regarded as one of the foremost experts on impact finance in Japan. He chairs the Data Index Subcommittee of the Impact Consortium led by Japan FSA. He is also a Committee member of GSG Impact Japan and the Impact-driven Financial Initiative.

Prishani Satyapal is a global strategist and pan-African impact architect with over three decades of leadership across more than 40 countries. As Executive Director and Co-Founder of Earth Our Common Home (ECHo), she leads one of the most compelling Impact Investment initiatives on the African continent, starting with clean energy and carbon.
Her experience spans mining, finance, development, and faith-based systems, integrating ethical capital with grassroots realities. She served as Global Vice President of Environment and Community at AngloGold Ashanti, and led sustainability, governance, and human rights advisory at PwC across Africa.
Prishani has advised governments, multilateral institutions, and investors on the just transition, Sustainable Development integration, and systems-level impact. She co-founded Sustainability Truthing to embed long-term value and resilience across high-stakes sectors and underserved markets. Her leadership has shaped dialogues between global mining executives and the Vatican, as well as investment strategies with the State of California. She holds an MSc in Responsibility and Business Practice from the University of Bath, and certifications in Team Coaching and Impact Investing. Prishani’s work is grounded in moral clarity, strategic precision, and a deep commitment to the dignity of all people. She builds bridges between vision and execution—turning bold ideas into scalable, lasting change

Jimmiel has worked on the nexus of wildlife conservation and local community wellbeing for many years in the frontlines working with government agencies, civil society, local communities, and private sector stakeholders at national, regional and continental levels in sub-Saharan Africa. He subsequently transitioned to work on government relations and strategic partnerships in Washington DC. A firm believer in advancing African voices, Jimmiel is an ardent champion for Indigenous People and Local Communities emphasizing the need for ‘free prior and informed consent’ environmental and social safeguards for equity and justice.
Jimmiel currently serves as Conservation International’s Senior Vice President / Chief Field Officer for the Africa Field Division, leading strategy development, program delivery, and sustainable financing initiatives in partnership with governments, local communities and other NGOs to deliver for people, nature and climate. Jimmiel is a member of the IUCN World Commission on Protected Areas (WCPA) and the Connectivity Conservation Specialist Group (CCSG).
Jimmiel is an alumnus of the University of Eastern Finland where he completed his MSc degree in Applied Zoology and PhD in Biology & Environmental Sciences.

Since 2020, Atsushi Sunami has served as President of the Sasakawa Peace Foundation. He graduated from the School of Foreign Service at Georgetown University and earned both a Master’s degree and a Ph.D. in Political Science from Columbia University’s School of International and Public Affairs. After working as a researcher at the Nomura Research Institute’s Policy Research Department, he held various academic positions at the National Graduate Institute for Policy Studies (GRIPS), including Associate Professor, Professor, and Vice President. He currently serves as Special Advisor to the President and Director of the Science, Technology and Innovation Policy Research Center at GRIPS. He has also contributed to government policymaking as a member and advisor on science, technology, and innovation policy for agencies such as the Cabinet Office, Ministry of Education, Culture, Sports, Science and Technology, and Ministry of Foreign Affairs. In the fields of science diplomacy and international cooperation, he has been actively engaged in policy proposals and institutional design through dialogue and collaboration.
