The Japanese Government proposes to the Korean Government to refer the dispute to the International Court of Justice

The Japanese Government issued a note verbale dated September 25 of 1954 to the Government of the Republic of Korea, proposing that the Takeshima territorial dispute be referred to the International Court of Justice. (Ref.1)
