Rates for leasing government land to sea lion hunters were set and paid annually — hunting licenses were issued in five-year terms

From 1906, Takeshima (government land) was leased out to sea lion hunters, collecting fees from operators. (Ref.1)

Hunting licenses on Takeshima were issued in five-year terms from 1906. Sea lion hunting on Takeshima was halted for a period of time after World War Two. However, the Shimane Governor granted a common fishing license to the Oki Islands Federation of Fisheries Co-operative Association in June of 1953 after the Treaty of San Francisco entered into force [in 1952]. Three operators, including Hashioka Tadashige, were permitted to hunt sea lions on Takeshima. (Ref.2)
