“Inclusive Growth” is becoming the number one policy priority in the 12th Five Year Plan of India, involving a huge public policy initiative in the overall program. The two key policy instruments in this new initiative are BOP and microfinances. Mr. Rai will, in the first part in his speech, define Inclusive Growth as is understood in India and indicate the importance of BOP and microfinances in Inclusive Growth. Some statistics and ground realities will be shown as a way to describe the need for such a plan. He will, in the second part, deal with how the policies are implemented, showing all the major projects and programs that has been translated out of this public policy, and explain what kind of BOP and microfinance opportunities are coming out and how the policies will affect foreign business operations in Inclusive Growth. This presentation will be interspersed with plenty of examples of policies and their impact to the public and of companies involved in BOP and microfinances businesses. After Mr. Rai’s talk, there will be a panel discussion attended by Daiwa Securities and Ajinomoto.

- Mr. Prem Das Rai
- Mr. Rai is the member of Indian Parliament and also serves on the Parliamentary Standing Committees on Finance, Ethics, the Consultative Committee attached to the Ministry of Human Resource Development. He is also a member of the Executive Committee of the Commonwealth Parliamentary Association (CPA).
To this date, Mr. Rai served numerous important positions including an Executive at Bank of America (Kolkata), Chairman of the Sikkim Industrial Development and Investment Corporation, and the Sikkim Scheduled Tribes and All Other Backward Classes Financial Development Corporation. He also played a major role at BASIX (CEO, North-East), one of India’s largest microfinance and livelihood promotion institutions, helping implement progressive microfinance initiatives for Sikkim and other Northeast States. Prior to joining Parliament he was the Deputy Chairman of Sikkim’s Planning Commission. Rai has contributed immensely to the building of the NGO sector in Sikkim. He continued involvement with the Ecotourism and Conservation Society and the Education Development Trust of Sikkim, allows him to serve Sikkim’s citizens at the grassroots level even today.
Prem Das Rai was educated at IIT Kanpur (B. Tech, Chemical Engineering) and at IIM Ahmedabad (MBA).
