Russia
Russia occupies the northern part of the Eurasian Continent and its waters are largely divided into five: the Caspian Sea; the Black Sea; the Baltic Sea; the Arctic Ocean, and the Far East. With the waters located far apart from each other, there have been difficulties linking ocean policies within the country. In response to this situation, Russia has made efforts to place emphasis on each region while taking into account the characteristics of each body of water. In recent years, it seems apparent that Russia is placing particular importance on the Arctic Ocean and the Far East, as suggested by the carrying out of its largest scale maneuver in the Far East in July 2013, with President Putin in attendance, and increasing deployments of its major warships to the Northern Fleet and Pacific Fleet.
