II. Applying for a Grant
In contrast to governmental bodies whose actions are based on the principles of social equality, SPF takes advantage of its position as a private-sector organization to set priorities and focus its support on issues requiring urgent attention in a prescient and flexible manner.

1. Selection Process
In order to implement high-caliber projects within a limited budget, SPF implements a rigorous and fair selection process. It takes several months from the receipt of a grant application until a final decision is made. Applicants are advised to take this into account when applying for grants for projects that must be completed within a set time frame.
All applications are registered on the Grant Administration System database and reviewed by a group of outside specialists and SPF directors who assess each application in terms of the importance of the issues to be addressed, the relevance to the program policy of SPF, the objectives and scope of the proposed project, the appropriateness of the implementation methods, the anticipated outcomes, and budget.
Projects deemed suitable for and fundable by SPF are submitted to the meetings of the Board of Counselors and Board of Trustees (held in March, June, September, and December). Grants are awarded to projects approved by the Board of Counselors and adopted by the Board of Trustees.

2. Grant Period
From 1 to 3 years. SPF awards grants annually. The SPF budget year begins April 1, and ends the following March 31. Regardless of the start date of a project, it should end in March, at which time expenditure and narrative reports of the results should be submitted.

3. General Conditions
Projects must promote international understanding, exchange, and cooperation, and must accord with program policy of SPF. Projects involving the following activities are ineligible for grants:
  • Purchase of real estate or other capital assets and construction of buildings
  • Subsidization of an organization's operating expenses
  • Purely theoretical research
  • Disaster relief and other relief activities
  • Events of a commercial nature
  • Personal requests by individuals
  • Applications for scholarships
  • Creation of an endowment or other fund
  • Purchase of equipment or other goods

4. Eligibility
Nonprofit organizations and Voluntary organizations are eligible to apply for grants. Businesses and individuals are ineligible. Applications are accepted regardless of nationality.

5. Application Deadlines
Applications for projects starting in next April must be received by October 31.
(Proposals are accepted at any time)

6. Application Documents
Please use the fixed application form "Grant Application Cover Sheet" for the executive summary. Download the fixed form and describe the background of your proposal, project purposes, implementation methods, beneficiaries, expected products and outcomes. Please add separately your budget plans that include the expected costs and expenses necessary to implement the project; if necessary, please include any related documents.

7. Privacy Policy
The personal information supplied by applicants will be used to screen and select projects, to produce statistics, and for administrative purposes such as contacting the person in question. Unless otherwise specified by law, SPF will not disclose personal information to third parties without the consent of the person(s) concerned.


III. Points to Note
  • Submitted documents will not be returned.
  • Once an application has been submitted, it cannot be altered.
  • SPF cannot respond to inquiries about application results.
  • Applications cannot be submitted online or by e-mail.
  • Please do not deviate from the prescribed number of words or application format. Modified applications may not be accepted.
