GHQ, “Area Authorized for Japanese Fishing and Whaling” (SCAPIN-2046)

General Headquarters, Supreme Commander for the Allied Powers (GHQ) on September 19 of 1949 issued SCAPIN-2046, stipulating that “…Japanese vessels will not approach closer than three (3) miles to any land area not under the present administration of the Japanese Government within the authorized area…” (Ref. 1)

Explanation: SCAPIN-1033 was rescinded by SCAPIN-2046, but the provision “The present authorization is not an expression of allied policy relative to ultimate determination of national jurisdiction, international boundaries or fishing rights in the area concerned or in any other area.” (Article 5) was maintained as Article 6 in SCAPIN-2046.
