The prefectural government revised the Shimane Prefecture Fisheries Control Regulations (Shimane Prefectural Ordinance No. 54 of 1911) on April 1 of 1921 with Shimane Prefectural Ordinance No. 21. This ordinance permitted sea lion hunters to gather other sea life such as edible seaweeds and shellfish within a designated area surrounding Takeshima. (Ref.1)
