Since the reversion in 1968 up to the appointment of a mayor, with the consent of the Minister of Home Affairs, the Governor of Tokyo had appointed the director of the Ogasawara Branch Office to execute the duties of the village mayor. Until the village assembly was established, a Village Administration Deliberative Council (Sonsei Shingikai) undertook the village administration. (Ref. 1, 4 5)
