GHQ “Governmental and Administrative Separation of Certain Outlying Areas from Japan” (SCAPIN-677)
On January 29, 1946, under the stipulations of SCAPIN-677, GHQ (General Headquarters Supreme Commander for the Allied Powers) directed the “The Imperial Japanese Government to cease exercising, or attempting to exercise, governmental or administrative authority over any area outside of Japan.” It was also noted that for the purpose of this directive, the Bonin (Ogasawara), Volcano (Kazan or Iwo) Island Groups, Parece Vela (Okinotorishima), and Marcus Island (Minamitorishima) were excluded from the definition of Japan. Under this directive, therefore, the exercise of administrative rights by Japan over the Ogasawara Islands was temporarily halted. (Ref.1)
