Market Economy Training and Study Tours for Top Policy Makers in Vietnam, Laos, Cambodia and Myanmar

Project contents
This year, a total of 33 planners and policy makers from Vietnam, Laos, Cambodia and Myanmar participated in this training program, launched in 1992 as one of SSACPs pilot projects in support of ongoing economic reforms in the countries of Indochina. In a program conducted jointly by Chiang Mai University and Thammasat University, the trainees attended various courses on market economy theory, covering such subjects as macroeconomics, microeconomics and human resource development. They also visited rural areas and relevant organizations in Thailand, Malaysia and Singapore to observe the actual operation of market-based economies. Japanese contributions to the training program included the participation of three Japanese academics in the lecture program and a seminar on Japanese ODA and the role of the private sector abroad which was conducted jointly by the Embassy of Japan and the Japan Overseas Development Corporation. Also in connection with this project, SSACF provided funds to the State Planning Committee in Vietnam for the preparation of Vietnamese translations of the textbooks used in the training program and for the book entitled "Market Economy: Theory and Practice." The translations were completed in December 1993, and the book was published in Hanoi.
