This project aims to train Vietnamese specialists who can guide financial officials at the local level, where there is a marked shortage of highly qualified human resources. Research conducted through this project is also intended to strengthen information dissemination capacity using economic publications and electronic gateways.
This year two different groups of experts from Japan, Malaysia, and Thailand visited the Academy of Finance to provide special training for 40 financial specialists (August 2007) and 40 information dissemination specialists (October 2007). In September and in October, Academy of Finance specialists who received training from foreign experts organized special seminars for local financial officials in South and Central Vietnam. Joint research by Academy of Finance researchers and State Economic University professors was conducted on three themes: (1) reforming the structure of state expenditures and expenditure management in Vietnam in international economic integration, (2) state budget revenue structure reform in the context of integration, and (3) development of a Vietnamese financial market in the context of international integration.
An international workshop was held in January 2008 in Hanoi to discuss the joint research findings. Also, 10 Vietnamese financial specialists visited Beijing in September 2007 to study the Chinese public finance system; in December 2007 another group of 10 visited Malaysia and Singapore, where they had opportunities to learn more about methods of market-related information dissemination. These activities resulted in the enhancement of the daily Market Bulletin published by the Academy of Finance and development of the foundation for a market-related information database (www.thitruonggiaca.com.vn).
