Obama Administration plans to withdraw entire US troops from Iraq by the end of 2011, and Iraq will finally start working toward its reconstruction and development on its own. After the general election in March 2010, however, the political uncertainty caused by a delay in the formation of the new Cabinet has been worsening the violence in Iraq. In July, the country saw another suicide bombing that claimed the lives of 535 people. Iraq needs to bring back political stability and public safety.

Japan sent its Self Defense Forces (SDF) to Iraq in 2003 during the Koizumi Administration, responding to the need for Japan to play more a visible role in international contributions. The SDF's peaceful and community-based approach toward reconstruction has been highly recognized and has led to the improved public image of the SDF.

In light of this background, H.E. Lukman Faily, Iraqi Ambassador to Japan, will talk about Iraq's current affairs and recent development toward reconstruction. Hon. Motohiro Oono, Member of the House of Councilors, will also be present as a commentator specializing in Iraqi affairs. He will also discuss Japan's policy toward Iraq’s reconstruction from the perspective of Japan’s ruling party.
