1.Resident SPF Fellow

To provide a unique opportunity to study the bilateral relationship, the Pacific Forum CSIS will host a Japanese and a US fellow. These individuals will be in their 30s, either a PhD or the holder of a Masters degree with relevant experience, and will specialize in Asia-Pacific security issues. Each fellow will be resident at the Pacific Forum for up to six months ? one at a time ? during which he or she will complete a policy-oriented research paper focused on regional security issues and attend local and regional conferences related to US-Japan relations as a Young Leader. As part of that research, each fellow will spend three to six weeks in either Tokyo or Washington DC (depending on where he or she is from; a Japanese would go to Washington DC and an American to Tokyo) exploring his or her topic. Pacific Forum CSIS senior staff will provide guidance and consultation during the writing process. The final product will be of quality to be submitted to a refereed journal.

The Fellowship is full time (35 hours per week) and Fellows will live and work in Honolulu, Hawaii. The Pacific Forum will provide a stipend and roundtrip airfare to Honolulu. Individuals that applied for and do not receive the resident fellowship will also be priority candidates for the nonresident program if they want.

<Eligibility>
  • US and Japanese citizenship
  • Research must focus on US-Japan relationship issues
  • AMA with several years of experience or PhD degree by the start of the Fellowship
  • Proficient in English (verbal and written skills)
  • For non-US citizens, applicant must possess or be eligible for an extended stay visa
  • Late 20s to 30s
2.Non-Resident SPF Fellow

Nonresident SPF Fellows will attend two to four conferences annually as part of the Pacific Forum CSIS Young Leaders program. In this program, the Pacific Forum CSIS brings “Young Leaders” ? the next generation of security policy specialists (ages late 20s-30s) ? to conferences to give them unique insights into the subjects, begin the process of networking with future peers, and provide a next generation perspective on critical issues. Nonresident SPF Fellows will, in addition to the usual YL roundtable and discussions, explore the issues at their conference through the lens of the alliance.

In choosing nonresident fellows, Pacific Forum CSIS will give special consideration to those with a background in US-Japan relations; nonresident fellows have to be American or Japanese. We are especially interested in Young Leaders from different fields to expand the community of specialists thinking about and working on Japan-US relations, expand their discussions, show how different issues and problems are interrelated, and draw on diverse perspectives and approaches to thinking about and solving significant issues. We emphasize problem solving rather than mere analysis and assessment.
