(1) The End of the Cold War

Let me conclude this essay by offering my own version of the Pacific Way. A fundamental question we should ask is: Does an ocean divide people, or unite them? In the past the Pacific Ocean divided us, but recently it is uniting us more and more closely. As a result Japan and the Pacific Islands, together with other members of the PECC/APEC, are becoming parts of a larger entity called an Asia-Pacific Community. In these circumstances Japan and the Pacific Islands should seek a common strategy aiming at maximum benefits to be obtained from this important asset: the Pacific Ocean.
